Adds task types and app states for starting and stopping applications. Also adds new app status enums introduced following eel for Stopping and Crashed

Adds new task types for starting and stopping applications in order to track tasks and trap errors aligned with our latest patterns.
Also, adds
AppState.StoppingandAppState.Crashedenums introduced in latest TrueNAS for responding to crashed status in our deck.
