Adds task types and app states for starting and stopping applications. Also adds new app status enums introduced following eel for Stopping and Crashed
Adds start and stop app tasks
Adds admin access groups
Removes the deprecated `AppStatus` enum. This enum has been superseded by `AppState` and is no longer in use.
