This PR changes the db.client.operation.duration histogram unit from a hard-coded "ms" to the unit defined by OpenTelemetry Semantic Conventions (semconv.DBClientOperationDurationUnit), which is seconds ("s"). This keeps otelpgx consistent with the spec and avoids downstream tooling mismatches (e.g., SLO calculations in Pyrra expecting seconds).
