Add test to decode access token from cookie values

Why are the changes needed?

At times users want to know the access token used by flyte to authenticate the user from there browser session cookies.
Here i have added a test where we can plugin the flyte_at access token values and decode them using the hashKey and blockKey generated for that flyteadmin deployment
