OPEN-97: Add CV certificate parser and test cases

This introduces the following updates:

• Adds a cv_certificate parser module to handle and decode CV certificates.
• Implements a real-world EGK CVC test for verification.
• Includes specifications relevant to the tests and parser functionality.
