chore: bump vela libs and add context to API calls

Description of changes

• 95% of the changes are passing the CLI context to the SDK calls
• Updating the YAML type to the new centralized YAML package in go-vela/server/compiler/types
• Adding _pipeline.Prepare to local exec since the compiler is no longer filling container IDs from fix(database)!: use transactions tied to repo counters for hook and build to avoid collisions server#1353
