…nd pin Bazel version Ideally we'd like to support Bazel 9, but several dependencies (highway, tink) don't support it yet. This change fixes the latest Bazel 8 version to make the CI pass, while preparing for Bazel 9 once all dependencies support it. PiperOrigin-RevId: 859260476
