test(act): add provsioned plugins argo workflow trigger tests

Adds tests for provisioned plugins argo workflow trigger:

• Introduced a generic HTTPSpy mock that can be used to spy on job inputs inside act and then assert on them. The container (act) and mock server (Go on the host system) communicate via HTTP.
• Refactor the argo mock workflow to use the HTTPSpy generic mock
• Tests to ensure that argo is triggered when required
• Tests to ensure that the parameters passed to argo are correct
