When a primary datacenter's KV store is empty or there are some empty kvs, consul-replicate will delete kvs in the secondary datacenter without warning/confirming first. It would be helpful to have a guardrail for the operator running this. This PR attempts to implement such guardrail. Overall using consul snapshot would allow kvs to be restored, but it would be nice to avoid getting to that point.
