Send all log levels to cloud observability regardless of terminal log level

Previously, when running with --log-level=info, DEBUG logs were never generated because the base pino logger level was set to the user's level. This meant cloud observability only received INFO+ logs.

Now the base logger level is set to debug so all logs are generated, while each stream filters independently:

• Terminal: respects user's --log-level setting (default: info)
• Cloud/OTEL: always receives all logs including DEBUG

This enables full observability in LiveKit Cloud while keeping terminal output clean.
