[Build] Modernize wheel build pipeline with Apple Silicon support

🍎 Apple Silicon Support

• Native ARM64 builds: Added 4 new macOS ARM64 wheel builds (Python 3.8-3.11)
• Cross-compilation: x86_64 macOS wheels now cross-compiled on Apple Silicon runners for better performance
• Architecture control: Added explicit architecture specification via CIBW_ARCHS_MACOS

🏗️ Infrastructure Updates

• Runner upgrades:
  • macOS: macos-12 → macos-latest (Apple Silicon)
  • Linux: ubuntu-20.04 → ubuntu-22.04
• Python setup: Updated from Python 3.8 to 3.12 for build environment
• Better artifact structure: Improved download and upload flow for merged artifacts
