This looks good to me. however, the upstream PR has a couple of other issues, so you could submit something like this as a separate PR if you want to get it in quickly. |

Following discuss in devrandom#249, @devrandom suggested to use apt-cacher by default.
Looks like he's waiting on you do to do changes (see comment devrandom#227 (comment)). Maybe everyone was waiting on each other ! Can be implemented quickly maybe, peoples seem interested in the feature :)
So here some code to implement the change.
