Just currently uses Node 14, and should probably stay that way until a major version update. Problem is, the doc site had a ton of extremely outdated deps with security alerts, and updating those requires a newer Node version.
This PR splits the docs into a separately-managed folder /docs which has its own Node version (22) and updates to Vuepress 2.0.0 RC.
Also updated the main PR build to include a Windows variant, formatted all files, and updated root dependencies.
