This PR moves away from using pyscss to manage and build CSS on the fly each time the website is built. Instead, a new folder (attack-style) is set up to be a JavaScript package which maintains the Scss files and the structure around building them into CSS. The output of that sub-project is then used by the main ATT&CK website build process.
