Replace distutils with setuptools in setup

Chakra build was failing due to deprecated distutils and missing wheel dependency, causing wheel generation issues.
Fix:

1. Switched from distutils to setuptools.command.build.
2. Added setuptools>=61, wheel, setuptools-grpc, and grpcio-tools to pyproject.toml.
