Elevate functionality alongside elevate CI testing
A custom mdd.yml is currently being used to allow the job to run since the file on model-driven-devops/mdd isn't updated just yet. When it is, the custome one can be removed. Stored some important files for testing elevate in .github/testing-files
Updated python from 3.9 to 3.10 in the sanity tests
