…nates processing if the function returns false. No return value was specified, if the value processed equalled 'false' then the function would default to returning false. Added an explicit true return

Primary change is to introduce unit tests using mocha. To run the unit tests:
Minor refactoring and addition to comments on bootstrap.coffee and config.coffee for clarity and ease of unit testing.
