What does this Pull Request accomplish?
Array.proto was recently added to ni-apis. We want access to it for adding Double2DArray support in the near future.
Why should this Pull Request be merged?
Access to array.proto gRPC message types.
What testing has been done?
None. PR build should be sufficient.
