Description
Created a new management command to delete expired IPS bundles 1 hour after their creation. This is done by checking the bundles' last modified time.
This delay was chosen as an easy solution for the following SHL constraint: https://docs.smarthealthit.org/smart-health-links/spec/#fileslocation-links
