This commit adds ABI XML metadata for Rocky Linux 10.1 (EL10) packages, providing compatibility tracking for the initial release. Package Summary (36 packages): - Core system libraries: glibc, systemd, coreutils, pcre2, procps-ng - Development tools: gcc, binutils, gcc-toolset-15-gcc, gcc-toolset-15-binutils - Java runtime: java-21-openjdk (replaces java-11/17 from EL9) - Virtualization: libvirt-libs and 6 libvirt-daemon-driver packages, libguestfs, libnbd - System management: NetworkManager, PackageKit, fwupd, gdm, autofs - Additional libraries: libdnf, libxslt, libkcapi, openscap, expect, galera, mpich, ocaml Notable EL9 to EL10 changes: - java-11/17-openjdk replaced with java-21-openjdk - gcc-toolset-12/13 replaced with gcc-toolset-15 - compat-libgfortran-48, compat-openssl11 not available in EL10 - libreoffice packages not yet available in EL10 - libdb excluded (missing debuginfo in Rocky 10.1 repos) All XMLs generated using elvalidated-abirepo with libabigail 2.6+.
