OCPQE-31468: enhance bindata check

following #73547 , I find some PR miss the testdata file, but do not miss the bindata file, like openshift/operator-framework-operator-controller#603 (comment)

So, enhance it to run the checking if there is bindata file.

so, now if there is testdata file or updated bindata file, the bindata-check job will run.
