Updated documentation to reflect changes in data storage and access methods, including new bucket names and access instructions. Added links to data access packages. Still need to update the figure and decide what is useful from it.
Removed outdated note about data storage transition.

@scottveirs @veirs Could you have a look at this version, so that we can merge it? I cannot find the diagram now but I have put a note that it is out of date. |

@scottveirs @veirs I wanted to share some onboarding materials to MSDS team and realized these instructions are so out of date and messy due to the individual comments. I did a pass to update them (except for the last figure which I am even wondering if it makes sense any more). I will add more explanations in future PRs but I think even this version is more useful than what we had before.
