chore: bump lambda runtime to python 3.13 (EOL 3.9) #606

With Python 3.9 reaching EOL in October of this year (2025), I’ve raised this pull request to bump Lambda’s runtime to 3.13

※ According to the docs Boto3 is compatible with Python 3.9 and up:
https://boto3.amazonaws.com/v1/documentation/api/latest/guide/quickstart.html#install-or-update-python
I’ve also raised the following PR to bump the runtime to Python 3.10,
in case you feel that this would be a safer move :)

Could you review this PR or another PR #607?

According to AWS, it will no longer be able to create and update Python 3.9 Lambda functions.

• Create End Date : 2026/2/3
• Update End Date : 2026/3/9
  AWS Lambda / runtime

Thank you for bringing this up to my attention. Please note this construct was intended as a demo with this blog post - https://aws.amazon.com/blogs/opensource/best-practices-for-discoverability-of-a-construct-library-on-construct-hub/ and I am not planning to maintain it for the long term under my personal account.

In the next few days I will archive this repo as read-only and please make sure to clone/fork/download this repo and update the code according to fit your purpose.
