refactor: replace superagent with fetch API in resource.ts for HTTP requests

• HTTP クライアントを superagent からネイティブ fetch API に置き換え
• Lint/Format ツールを刷新
  • ESLint / Prettier → oxlint と oxfmt に変更
• ビルド・CI・Node バージョンの更新
  • GitHub Actions のワークフローを Node.js 22 と 24 に対応させ、パッケージマネージャを pnpm に変更
  • package.json の engines.node を >=22 に設定
  • pnpm-workspace.yaml に minimumReleaseAge を追加
