Implement bandwidth throttling and filters #49

- Added `BandwidthThrottle` support to `downloader/downloader.py`. - Implemented file size filtering (min/max) in `process_media_element`. - Implemented date range filtering in `download_media`. - Updated `app/ui.py` to correctly extract and pass these settings from the nested configuration structure. - Created unit tests in `tests/test_downloader_features.py` verifying these features.
