Summary
This change adds support for partner themes to be able to allow users to toggle line number on or off. Currently partner themes only allow for line numbers to be fixed to either being enabled or disabled, I understand out of design choice by such partners.
By default for now this will be enabled for the Cloudflare theme as I assume other partner themes have their own design preference on whether they want to allow line numbers in code snippets.
