By keeping "workflow_dispatch", we can always run CI manually on any branch. By not running on _every_ branch, we avoid running the specs twice inside PRs.

Without this, PRs based on branches in other repositories wouldn't run CI here. By keeping "workflow_dispatch", we can always run CI manually on any branch. By not running automatically on every branch, we avoid running the specs twice inside PRs.
