feat: update rpminspect for rocky8u5 (legacy)

This PR will merge legacy rpminspect analysis work from Rocky Linux 8.5 into this repository as a historical record prior to a new repository being create to house the rpminspect work en-masse which has received significant updates for Rocky Linux 9.2.

The code and documentation in this PR will be the final set of commits for rpminspect analysis in this repository before the entire rpminspect directory content is replicated in the new repository.

NOTE: The code in these commits hasn't been run since Nov 2021 and is not the code used to perform more recent analysis.
