feat: upgrade sqlite version

Changes:

• Updates bs-platform to 9
• Updates better-sqlite to 7
• Used auto-convert for ml -> res files
• Explicitly specify names in src to avoid warning 105
• Remove memory option, as that's now done by filename :memory:
• Remove toThrowMessageRe as that's been removed in bs-jest
• Update examples to use rescript
• Convert yarn to npm 7
• API updated to handle everything except a few things I wasn't sure how to cover, such as iterate.

I'm unsure if this PR meets the needs of this project. I'm a beginner with rescript / reasonml, and I'm a bit concerned that the changes for rescript may make this incompatible with ocaml. I am always open to feedback though.
