The "manifest-modified" action was provided by Nat Morris of NBL and triggers whenever the
netbox-plugins.yamlfile is modified.It uses the
checkout@v4action, which is not allowed for this repository as pinning actions to specific commits is enforced. Since the action is not invoked directly from the workflow file but somewhere inside NBLs repositories, I removed it for the time being. It never really had any effect anyway.
