- Add @user assignees to section headers for inheritance (additive)
- Add . (dot) support in project names for versions (e.g., +app/v1.2.3)
- Update inheritance rules: projects hierarchical, tags/assignees additive
- Update character set for projects: a-zA-Z0-9_-./
- Update examples in specification.md and AGENTS.md
