This commit updates the GitHub Actions workflow to include the nvCOMP and CUDA DLLs in the build artifacts. The following changes were made: - Added steps to the `build-gui` and `build-console` (Windows) jobs to download and extract the nvCOMP library for CUDA 12. - Added steps to copy the `nvcomp.dll` and `cudart64_12.dll` to the publish directories.
