This PR implements Phase 1 of the Semantic Kernel Upgrade. It introduces a richer Symbol Table that tracks references, types, and semantic tags. It also adds a ReferenceResolver to link symbols across files, enhancing the dependency analysis from file-level to symbol-level. The Python parser has been upgraded to extract semantic tags (identifying DB operations, network calls, etc.) and global variables.
