Changes CAHFS landing page to not auto redirect to CAS. Requested by CAHFS admin staff.

@bsedwards When I go to https://secure-test.vetmed.ucdavis.edu/2/CAHFS/Home, I am redirected to the CAS login page right away. The PR title suggests that I should instead see a message asking me to log in first, right?

https://secure-test.vetmed.ucdavis.edu/2/CAHFS will show the login page

@bsedwards Shouldn't we do the same behavior for https://secure-test.vetmed.ucdavis.edu/2/CAHFS/Home as well?

@rlorenzo /CAHFS/ will redirect them /CAHFS/Home if they are logged in. /CAHFS/Home has the content and should require them to be logged in.

Basically CAHFS staff have a browser home page set to /CAHFS/ that opens up automatically and shouldn't send them to CAS immediately. But if they click on /CAHFS/Home (e.g. from a browser with an expired session or a link) they should be send to CAS.
