Section 2 is a description of RDF/XML features. It non-normative.

The subsections are therefore non-normative so they don't need to repeat the statement.

that's also how I read it. I browsed recently published specs, and the two practices co-exist: some specs mark only the mother section, others mark both the mother section and the subsections.

I personally prefer the 1st option, especially in this case where there are many subsections.
