fix: give the option of not cleaning workspace before eks deploy

• EKS wipes the workspace by default
• Some jobs (like offers-ranker-model-api) don't want the workspace wiped
• Just set the deploy-eks action to with.CLEAN_WORKSPACE: 'false'
