LOCKPROG must indicate
          PREFIX/bin/dotlockfile,
and not
  DESTDIR/PREFIX/bin/dotlockfile

Hum, this pull request is vastly similar to #11, which I didn't see before.
#11 seems to be more thorough than this one.
In any case, merging one of these pull requests would allow fixing downstream issues such as https://bugzilla.redhat.com/show_bug.cgi?id=2040522.
